When a musical production is played on the radio, TV or performed in public (for instance in bars, restaurants or shops) a royalty, or remuneration is due to both :

PERFORMERMASTER OWNER
Singers, actors, instrumentalists, studio producers (when they play on the recording)In general a record label. The master owner of a recording

The revenue sources of neighbouring rights are diverse : Starting from income arising from radio or TV broadcasts, remuneration collected for public performances (for example in bars or cafés), lending rights, all the way to the private copy levies for the sale of storage devices.
